The site was created in response to the massive Adobe data breach, which was one of the largest known data breaches at the time. The site's founder, Troy Hunt, noticed that many of the same accounts were being exposed repeatedly across different breaches, often with the same passwords, putting victims at further risk of their other accounts being compromised The site serves two primary purposes: to provide a service to the public by aggregating data breach information and helping victims learn if their accounts have been compromised, and to provide the site's creator with a project to keep his technical skills up-to-date as his day job has shifted more towards software management
