What is KatMouse?

The KatMouse utility enhances the functionality of mice with scroll wheels, providing universal scrolling that allows the mouse wheel to control the window directly beneath the cursor, rather than the window with keyboard focus as is default on Windows operating systems. Additionally, KatMouse enables users to leverage the often underutilized mouse wheel button for a task-switching function, allowing a window to be sent to the bottom of the desktop stack with a simple click, bringing the desired window to the forefront
